Two arrested in CFPD Bicycle Theft Investigation

The Cedar Falls Police Department arrested two Waterloo residents after an investigation into bicycle thefts.

Levi Colin Dull, 36, and Melissa Marie Greenway, 33, both of 224 Park View Blvd, Waterloo, were both arrested on January 24th on warrants from a Cedar Falls theft investigation. Both were charged with theft in the 4th Degree, a serious misdemeanor. Police allege that Dull and Greenway stole a bicycle valued at over $200.00 by cutting off the bike lock and taking the bike from a bike rack at 9614 University Ave. in Cedar Falls.

The bicycle which was stolen and recovered was part of a CFPD sting operation monitored by covert cameras and utilizing a GPS receiver embedded in the bicycle. The GPS receiver alerted police when the bicycle was moved. GPS and cameras recorded the bike lock being cut and the bike being stolen at approx. 6:00 A.M. on Saturday, December 26th. The bike was recovered in Dull’s vehicle later on December 26th in the Wal-Mart parking lot in Cedar Falls. Both defendants are seen on multiple Wal-Mart surveillance cameras with Dull’s truck and the stolen bicycle. Police later seized the truck and stolen “bait” bicycle from the Wal-Mart parking lot.

Cedar Falls Police utilized covert cameras and GPS with geo-fencing technology throughout the fall months to try to solve on-going bicycle thefts occurring throughout town. The majority of the thefts were concentrated in the areas near the UNI campus and large apartment complexes. Cedar Falls Police received 83 bicycle theft reports in 2015, most of them occurring in the late fall months. Bicycle locks were cut off in 46 of those cases.

Dull is a suspect in other bike theft cases. The investigation continues. Both Dull and Greenway were released from jail on their promise to appear in court.
