Oelwein Man Arrested on Sex Abuse Charges

An Oelwein man has been arrested for allegedly sexually abusing a minor.

The Oelwein Police Department has concluded an investigation into allegations that an adult had sexually assaulted a minor; the incidents apparently occurred over a 3-year period, of 2006 to 2009, and then over a 2 year period in 2011 and 2012. The alleged victim or victims in the incidents was under the age of 12 at the time.

On Friday (Feb. 12th) 42 year old Ryan Tupper was taken into custody on 2 counts of sexual abuse in the second degree.

After being processed, Tupper was transferred to the Fayette County Jail in West Union pending his initial court appearance.
