Officials at the U.S. Postal Service announced that postal delivery will be suspended in Iowa, Minnesota, western Wisconsin and western Illinois.
The National Weather Service says that a person can get frostbite in just 30 minutes if the temperature is 0 degrees with a -15 wind chill. With record breaking wind chill the HIGH will be -15 with wind chill values at -55. A person can contract frostbite in just 5 minutes.
