A bail bondsman in Des Moines has been accused of offering female inmates bail in exchange for sex.

According to a report from the Iowa Insurance Division earlier this week, details were released about an investigation against bail bondsman David Ellis who owns Always Affordable Bail Bonds in Des Moines. He is facing charges of fraud, theft, and prostitution.

Charges against David Ellis include four counts of Fraudulent Sales Practices (a class D felony), four counts of Prostitution (aggravated misdemeanor), and two counts of Credit Card Fraud (aggravated misdemeanor).

Investigators said Ellis took EBT cards in exchange for bond payments. Two other employees were also charged with numerous felonies and misdemeanors.

The prostitution charges come from three separate instances over two years. Court documents accuse Ellis of asking inmates for sexual favors in exchange for bonds.

David Ellis is expected to appear in court on December 16.

A bail bond is an agreement by a criminal defendant to appear for trial or pay a sum of money set by the court. The bail bond is cosigned by a bail bondsman, who charges the defendant a fee in return for guaranteeing the payment.
