Authorities Looking for Missing, “Disoriented” Man

Authorities in Delaware County are asking for the public's help in locating a missing Northeast Iowa man.
61 year old Elmer Lappe, had been living at the Penn Center Residential Treatment Facility in Delhi; he came up missing Thursday (Jan. 12) at around 4pm.

Lappe, who may be disoriented, is not described as being violent. He was last seen wearing a grey hooded sweatshirt with sweatpants.

Anyone with information on Lappe's location is asked to contact the Delaware County Emergency Management Office.
